The Embassy of Sri Lanka in Moscow held a special farewell reception for 3 diplomats, which are leaving the Embassy after 3 years of service, in a warm atmosphere of forthcoming New Year. The Ambassador of Sri Lanka H.E. Udayanga Weeratunga had a speech to thank all diplomats for their committed and diligent work for developing and strengthen relationships between Russia and Sri Lanka. The Ambassador resumed all the results of year 2010 with a review of hard work of the Embassy.
Ambassador’s Residence was put together all Embassy staff, friends, partners and all people who worked with Defense adviser Air Commodore Upali Chanratilaka, Minister Counselor Mrs. Premala Srikantha, Head of Tea Promotion, and First Secretary (Commercial) Mr. Sumedha Ponnamperuma.
In their personal speeches in return, all respected diplomats expressed their gratitude for support, assistance and warm welcome in Russia. Great appreciation was expressed to the Ambassador of Sri Lanka Udayanga Weeratunga and Madam Uma Weeratunga not only for support in their work but for taking care of them during their stay in Russia.
On the threshold of forthcoming New Year the Ambassador of Sri Lanka Udayanga Weeratunga made presents to all Embassy staff. Special dinner followed then. Songs were singing at the Residence until the midnight accompanying the national Sri Lankan drums from the private collection of the Ambassador.

Agreement with FSB

Agreement on Mutual Protection of Classified Information with Russia

In the presence of H.E. Mr. Udayanga Weeratunga, Ambassador of Sri Lanka in the Russian Federation, the Agreement on Mutual Protection of Classified Information between Sri Lanka and Russian Federation, was signed by Mr. Yuri Gorvunov, Secertary to the Director of FSB (2nd of command), on the 25th November 2010 at a special meeting held at the FSB Headquarters Permission in Moscow.
In the signing bilateral agreement ceremony participate delegation will represent the Sri Lankan side: Mr. R.M. Ratnayake, Addition Secretary, Ministry of Defence, Major General H.K.G. Hendawitharana, Chief of National Intelligence, Air Commodore K.D.U. Chandrathilake, the Defence Attache in the Embassy of Sri Lanka in Moscow, Ms. Sanjika Kammanankada, Legal Officer, Ministry of External Affairs
By signing the agreement both headquarters agreed to exchange confidential information among the two institutions for the mutual benefit of the security divisions of both headquarters.
During the meeting, Mr. Yuri Gorvunov, expressed that this agreement is a demonstration of the effective cooperation between the two headquarters and the Russian FSB is always prepared to give the maximum support for control country security for National Intelligence Team. After the signing the agreement, the 2nd Commander of FSB has hosted us an official lunch for the HE. Ambassador and Sri Lankan Delegation. The Ambassador took a toast and thanked the Russian Side for Cooperation with the Sri Lankan National Intelligence Team and the Hopes to continue the close relationship with Russia. This is the First bilateral agreement between our country in the Intelligence Field, I am so Happy that I got the opportunity to sign the First Agreement. In addition, the main time, I invited the Chief of Commander FSB and second Commander of FSB Mr. Yuri Gorvunov to visit Sri Lanka and see the 2500 years historical places and enjoy the beautiful beaches.
Mr. Udayanga Weeratunga, the Ambassador of Sri Lanka expressed the gratitude of the government of Sri Lankan and people to the Russian Federation in assisting to resolve the internal conflict in Sri Lanka.

Workshop with Spectrum

Workshop with Spectrum travel company & Etihad Arways

On 12th November, 2010 second workshop of winter series took place at the Embassy of Sri Lanka in Moscow in cooperation with tour operator Spectrum. Around 70 agents took part in the event. Workshop was attended by Etihad Airways.
The Ambassador of Sri Lanka H.E. Udayanga Weeratunga told about the country, main itineraries, heritage, cuisine, visa formalities, informed participants about the current situation in Sri Lanka Tourism industry.
He shared his personal experience and narrated island ancient legends to the participants. His speech was accompanied with a photo presentation of Sri Lanka.
Then Etihad Country Manager Russia Mrs. Natalia Gorunova and her assistants made a presentation of Etihad Airways. Small drawing took place afterwards and some presents from Etihad were handed over to lucky agents for their excellent knowledge of airlines services.
Chief Development Officer of Spectrum travel company Mrs. Olga Shmeleva together with her assistant Ms. Maria Borisova informed agents about winter programs and hotels accordingly. Afterwards, small raffle was hold and lucky devils got presents from Spectrum, such as Ceylon tea, spices etc.
The event was concluded with a Sri Lankan lunch and Ceylon tea ceremony. Agents feel some taste of Sri Lanka and got to know how to choose the best Ceylon tea.
Embassy of Sri Lanka appreciates all parties for such an event and opens to any joint promotion opportunities. We are ready to give you a taste of Sri Lanka.

It is becomes a tradition to have a workshops devoted to Sri Lanka at the Embassy of Sri Lanka in Moscow. This winter season 2010/2011 will not be the exception to the rule. On 11th November, 2010 first workshop of winter series took place at the Embassy of Sri Lanka in Moscow in cooperation with the oldest travel company selling Sri Lanka Connaissance. More than 35 agents took part in the event.
The Ambassador of Sri Lanka H.E. Udayanga Weeratunga addressed participants. He informed them about the current situation in Sri Lanka Tourism industry, told about the country, main itineraries, heritage, cuisine, and visa formalities. His narration abounded in interesting funny stories, personal experience, and island ancient legends. His speech was accompanied with a nice photo presentation of Sri Lanka.
Then H.E. the Ambassador took part in a short drawing. Small useful presents reminding Sri Lanka were handed over to lucky agents, who know the island heritage, history and customs.
Director General of Connaissance travel company Mrs. Olga Arhipova informed participants about winter programs of the company and recommended hotels.
The event was concluded with a Sri Lankan lunch and best Ceylon tea. Agents could not only get some information about the country but to feel some taste of the Island of Paradise.

Farewell to Defence Attache

A farewell ceremony for Air Commodore Upali Chandratillake, Defence Attaché

On October 26, 2010 a farewell ceremony for Defence Attache of the Embassy of Sri Lanka in Russian Federation- Air Commodore Upali Chandratillake, was held in the Embassy of Sri Lanka. Approximately 75 people attended the event, including the defence attaches of other embassies, representatives from the Ministry of Defence of Russian Federation and Sri Lankan community in Russia. The ceremony was organized by Embassy of Sri Lanka in Russian Federation under the guidance’s of Ambassador Udayanga Weeratunga.
In his speech, the Ambassador Udayanga Weeratunga emphasized Air Commodore Chandratillake’s experience and his contribution toward strengthening the cooperation between the Sri Lanka and Russia.
The Sri Lanka ambassador, meanwhile, hoped that the good cooperation between the armed forces of the two countries would continue to be upgraded in the future.

He conveyed his thanks to all parties in the country for the cooperation extended to assist Air Commodore Chandratillake in executing his duties efficiently. Air Commodore Chandratillake will be succeeded by Group Captain M.D.A.P. Payoe, who began his service as the new Sri Lanka Defence Attaché this month.

Air Commodore Upali Chandratillake expressed his gratitude for the organizing of the farewell party at the Embassy of the Sri Lanka. Also he explained the current situation in Sri Lanka and how Sri Lanka tri forces helping to re-build the economy and the development of the northern and eastern provinces in Sri Lanka after long 30 years of civil war.

Finally Air Commodore Chandratillake thanked Ambassador Weeratunga and Madam Weeratunga for their kind cooperation & advices. Further he thanked Ministry of Defence of Russian Federation, Ministry of Foreign Affairs of Russian Federation, Federal Security Service, Federal Service of Military and technical Cooperation and Rosoboronexport Company for the kind assistance extended to him.

During his service from April 2009 to October 2010, Air Commodore Upali Chandratillake executed many activities aimed at increasing military cooperation between the two countries, including the defence education and training of Sri Lankan defence personnel.

Workshop for TEZTOUR agency’s network

Workshop for TEZTOUR agency’s network with participation of Extraordinary and Plenipotentiary Ambassador of DSR Sri Lanka H.E. Udayanga Weeratunga took place on 20th October, 2010 at the conference hall of Danilivskaya Hotel. Every year by tradition since 2007, all agencies of TEZTOUR have come to that hall to meet H.E. the Ambassador, got some news about Sri Lanka, ask questions about the way of selling Sri Lanka, what recommend to their tourists and what to inform them about the country.
During 1.5 hours Mr. Weeratunga shared his experience and impressions about Sri Lanka, its culture and traditions, history and sights, as well as told some interesting stories about tourists and gave advises to the young managers. Special attention was given to visa formalities as the passport validity for tourists had been extended for 6 month. The Ambassador mentioned that Russian and Ukrainian tourists are still the most welcome guests for Sri Lankan hoteliers.
All participants got posters with Sri Lanka views of flora and fauna.

A reception was held at the Ambassador of Sri Lanka’s Residence on 12th October 2010 in honour of the visiting Hon. Mahinda Samarasinghe, Minister of Plantation Industries of Sri Lanka and delegation to Russian Federation. The delegation visited Moscow & St. Petersburg from 10-16th October with a view to obtain a firsthand knowledge of the economic & trade issues pertaining to Ceylon Teas. The Chairman of the Sri Lanka Tea Board Mr. Susantha Ratnayake and Mr. Hasitha De Alwis-Director(Tea Promotion) of Sri Lanka Tea Board also accompanied Hon. Minister.

The Reception was attended by representatives from the Ministry of Foreign Affairs of Russian Federation, Ambassadors from major countries and members of the diplomatic community. In addition several Members of business community of Sri Lankans in Russian Federation, heads of the major tea companies in Russian federation were also present. The reception provided an opportunity for the members of the delegation to interact with their interlocutors in an informal atmosphere. All present partook of the delicious Sri Lankan fare that was on offer.
Ambassador Udayanga Weeratunga in his welcome speech to the participants noted a great meaning of tea for Russia and wished high business achievement and fruitful work at future.
Also Ambassador Weeratunga explained the mission and vision of Sri Lanka Tea board and their achievements of past 24 years to the participants.
Ambassador stated that Russia has a long history of tea drinking because of its proximity to China and Central Asia. Russia is the largest market for tea in the world, both in terms of all tea varieties, as well as for just black tea. In 2009 in terms of retail value the Russian market was worth $ 500 million and in terms of retail volume it was 184 million kg. The Russian market also has one of the highest per capita consumption rates for tea. In 2009, per capita consumption of tea in Russia was 1.12 kg compared to the average global per capita consumption of tea, which was 0.3 kg in the same year. Retail prices for tea in Russia are relatively high and growing.
Hon. Minister Mahinda Samarasinghe addressed the invitees and said that the major challenge confronting our tea industry today is to retain its preferred production targets and maintain the quality which is synonymous with “Ceylon Tea”. With regard to production targets, its share in Russian market, percentagewise it has declined over the last 2 years to almost half of its original share.
This has been due to aggressive competition from other tea producing countries and the very low rate of replanting and equally low productivity and the high production cost and the absence of an aggressive marketing cum promotional strategy of Ceylon Tea.
Our policy is to ensure that a major quantity of our teas find markets in value added form. We can certainly look at what kind of incentives should be provided to the industry for this purpose. The tea sector being a vital commercial sector, the country has a right to expect a substantial contribution from this sector to government revenue to augment urgent development needs of the country, especially when we as a nation are having insurmountable challenges in the immediate aftermath of a post conflict situation.
The Sri Lanka Tea Board will work together with Russian Companies and buyers to ensure the good name of our teas. We have taken several steps to strengthen the relation between Sri Lanka Tea Board and Russian tea sellers.
The Minister also said that tea was the drink of the 21st century and it certainly had a future, but Sri Lanka had to make it competitive in the global economy.
Also Hon. Minister mentioned about his meeting with Hon. Elena Skrynnik, Minister of Agriculture of Russian Federation, informed that they had conversations about the Russian involvement or support to the Sri Lanka sugar industry. Minister explained that almost 95% of the sugar need Sri Lanka is importing and meantime Sri Lanka has vast land capacity to improve the production, and therefore Russian Federation’s technology and advice will be an advantage for Sri Lanka.
Madam Weertunga arranged a delicious Sri Lankan dinner buffet at the end of the reception. Also Hyleys Tea Company arranged special tea counter to cater participants.

Travel Fair “Ukraine’2010″ in Kiev

Embassy of Sri Lanka in Russia participated the 18th International Travel Fair UKRAINE’2010 from 6th till 8th October, 2010 in Kiev. This year 10 sub exhibitors from Sri Lanka participated the Fair: Calista Travel, Diethelm Travel, Maldiviana, Tangerine Tours, Jetwing Travels, Exotic vacations, Walkers Tours, Exotic Global Holidays, Concord Exotic Voyages, Delux Holidays.
Sri Lanka Stand was inaugurated by H.E. the Ambassador Udayanga Weeratunga, who addressed a speech to all Sri Lankan participants and wish them good luck. The Ambassador mentioned a intention to participate a Travel Fair in Kazakhstan next year. “We are happy to open a new highly potential market for all Sri Lankan who are interested in CIS countries”, – said the Ambassador. All companies recorded the activity of visitors during the Fair.
Refer to the statistic the popularity of Sri Lanka in Ukraine is high. For the last September 2010 the increase in Ukrainian tourist arrivals to Sri Lanka increased for 44.6%. For 9th month 2010 Sri Lanka got Ukrainian tourists for 123,5% more than for the same period of 2009. Ukrainian International Airlines will commence a connection flight from Kiev to Colombo in December, 2010. This will be a great support for Sri Lanka.

The Embassy of Sri Lanka in Russian Federation, last week, launched a new website which is expected to improve customer services, at the Embassy.
The reconstruction of a new website is a general requirement and the re-designed format makes the website more user friendly, with a catalogue of invaluable information.
Speaking at the launching ceremony, Ambassador Udayanga Weeratunga said the website would make access to information a lot easier and better helps its users to understand the information material.

Ambassador Weeratunga highlighted that the new home page provides news, Sri Lankan citizen services, and information on visas, among other relevant issues. He added that the website was designed to the convenience of the its users, with remarkable internet speed connections. Also he explained that this change was meant to promote better and positive communication between the embassy and the people they serve.
Ambassador Weeratunga pointed out that the home pages, such as the embassy news, contains all the latest headlines from Presidential Secretariat of Sri Lanka, press releases, information on schedules, holidays and events attended by the ambassador, among others.
Ambassadors and senior officials from Embassies, senior officials from Ministry of Foreign Affairs of Russian Federation and participants of the Leisure 2010 Tourism & Travel Fair 2010 also participated this ceremony. Embassy of Sri Lanka used this moment to welcome all Travel Company members who participated Leisure 2010 Travel Fair in Moscow.
Sri Lanka Tourist Board representatives together with other members of the Russian Tourism Industry also participated this reception.
Also Madam Weeratunga arranged a buffet dinner with Sri Lankan foods for the participants.

Travel Exhibition “Leisure 2010″ in Moscow

Annual Tourism and Travel fair took place from 24 till 24 September, 2010 in Moscow. Sri Lanka was represented by 12 travel companies and leading hoteliers of the country: The Foretress, Taj Hotels, Maunt Lavinia & Club Bentota, Exotic Global Holidays, Maldiviana, Tangerine Tours, Walkers Tours, Exotic vacations, Jetwing Travels, Lion Paradise, Concord Exotic Voyages, Aitken Spence. Stand inaugurating procedure leading by the Ambassador of Sri Lanka in Russia H.E. Udayanga Weeratunga happened in traditional Lankan stile with blessing the oil lamp that symbolized the success for any event.
It is well known that 2011 will be the Visit Sri Lanka Year in the country and we are happy to welcome all people to visit our miracle island. Moreover, there will be the World Cricket Cup 2011 in Sri Lanka. First 3 games happened in Sri Lanka in February-March and all interested in that event are welcome to join us!
