Reception on occasion of “World Food Moscow 2012 ” and “Leisure 2012″

A grand reception was hosted by Ambassador Udayanga Weeratunga on 18 September 2012 to welcome Mr. Nishantha Wickramasinghe, Chairman of Sri Lankan Airlines, and to mark Sri Lanka’s participation in the Leisure Travel & Tourism Fair 2012 and the World Food Moscow 2012 trade exhibition held concurrently. The gala was held at the residence of the Ambassador. Eighty five distinguished guests both from the tourism and tea industries of Russia and Sri Lanka attended the event, also graced by the members of the diplomatic community.

In his address, the Ambassador highlighted the rise in tourist arrivals to Sri Lanka by 54% during the first part of the year, in comparison to the same period in 2011, however stressed the need for continued promotional activities to reach the declared target of 30,000 tourist arrivals in 2012.
Although several factors in the tea industry contribute to production and market prices, he went on to explain that major tea brands in Russia such as Akbar, Lipton, Orimi Trade, Ahmad Tea and May Company were the major players with nearly 85% of total market share and that Ceylon Tea promotion in Russia and the CIS countries were paramount to maintain market positions amidst competition from other producing nations. Following the sumptuous buffet dinner, the Ambassador invited his guests to partake of freshly brewed Ceylon Tea.

World Food 2012

Food & Beverage Exhibition “World Food – 2012″

The Sri Lanka Embassy organized the Sri Lanka national pavilion at one of this year’s premier food and drinks exhibitions, the “World Food Moscow 2012”. This popular event took place at the Expocentr Fairgrounds in Moscow, from 17 to 20 September 2012. This exhibition is annually organized by ITE PLC of London. Established in 1992, the World Food Moscow exhibition has grown to become a major point of contact for the food and drinks industry, as well as being a vibrant source of products geared for the Russian market. Exhibitors participate under nine sections.
Interested clients are able to easily find products, compare and discuss with their manufacturers. World Food Moscow generally attracts around 60,000 visitors, including wholesalers, distributors, retailers and restaurateurs.
The Sri Lanka national pavilion joined together five Sri Lankan tea export companies namely – Ceylon Fresh Teas (Pvt) Ltd, Millennium Teas (Pvt) Ltd, Ceylon Tea Land (Pvt) Ltd, Kaushalya Tea Export Company and new company Camelia Scinensis (Pvt) Ltd. The opening ceremony of the pavilion was graced by His Excellency E Udayanga Weeratunga, Ambassador to the Russian Federation. The Tea Promotion Unit held a public tea service of Ceylon Tea brands promoted by the exporters along with an information counter. Sri Lankan exporters received many business inquiries, especially from CIS countries.

The World Food Moscow 2012 also saw the participation of reputed Sri Lankan tea exporters such as Imperial Teas (Pvt) Ltd, Heladiv Teas (Pvt) Ltd, Euro Asia Corporation (Pvt) Ltd and Empire Teas (Pvt) Ltd depicting their own well -decorated stands. Heladiv Teas promoted their brand “Heladiv” in new, improved packaging, while Euro Asia Corporation depicted their F&S and new Favour brands. Tea Tang was present through their distributor Elites Sorts Co. The exhibition was an overall success for the participants due to the many business inquiries received.

Contribution for Destination Promotion by Sri Lankan Mission Overseas 2011

The “Sri Lanka Tourism Awards 2011” ceremony was held on the 30th of August, 2012 at the Waters Edge in Colombo. The Embassy of the Democratic Socialist Republic of Sri Lanka in the Russian Federation won the award for the “Outstanding Contribution for Destination Promotion by Sri Lankan Mission Overseas”. H.E. the Ambassador Udayanga Weeratunga received the award from Mr. Lakshman Yapa Abeywardena, Deputy Minister of Economic Development of Sri Lanka.
Sri Lanka Tourism Awards 2011 pays tribute to organizations and individuals for their excellence and inspired achievements whilst contributing towards the strengthening and enhancing of Sri Lankan Tourism Industry. This annual event, held for the 5th consecutive year under the aegis of Sri Lanka Tourism provides an enviable platform for industry recognition. These accolades also present an opportunity for tourism operators to reinforce their commitment in perpetuating visitor experience and celebrate their success in an evolving business environment. An objective of this year’s Awards is to recognize and reward excellence in the travel and tourism industry, thus promoting and enhancing the delivery of service standards.
A panel of industry experts chose the Embassy of the Democratic Socialist Republic of Sri Lanka in the Russian Federation as the best Mission in tourism promotion overseas. During the year 2011 the Embassy took part in various international tourist exhibitions in Russia, Ukraine and Kazakhstan, organized several press tours for the journalists and TV groups, held a series of workshops for the largest tour operators of Russia, issued the Sri Lanka Audio Guide CDs in Russian Language as well as the Embassy’s weekly News E-Magazine “Ayubowan! Sri Lanka”. As a result of the Embassy’s promotional activity dozens of articles about Sri Lanka were published in international magazines and placed on news websites, over 50 TV programs and films were broadcasted on the TV channels of Russia and Ukraine.

Anuradhapura ‘Abimansala’ for Dependent War Heroes Opened; President Impressed with Its Facilities
‘One of the most valuable qualities of a commander is a flair for putting himself in the right place at the vital time’ – Field Marshal Viscount Slim.

The state of the art, ‘Abimansala’ (wellness resort), on the banks of the ancient Nuwara Wewa in Anuradhapura, exclusively designed to house dependent Army War Heroes for the rest of their life-span, was ceremonially vested in disable warriors by His Excellency, the President Mahinda Rajapaksa this morning (26) at the request of the Commander of the Army, Lieutenant General Jagath Jayasuriya.

President Mahinda Rajapaksa as Commander-in-Chief of the Armed Forces whole-heartedly supported the need for establishment of such wellness resorts for rest and recreation of those permanently disable War Heroes, as projected by the Secretary Defence Mr Gotabaya Rajapaksa and the Commander of the Army, and swiftly allocated this picturesque 5 acre state land, adjoining the Anuradhapura, Nuwarawewa for this noble cause.

Equipped with the best of most modern technology that suit physical and psychological needs and well-being of 52 disable War Heroes whose untiring battlefield sacrifices, saw an end to the country’s three-decade long terrorism, the mega ‘Abimansala’ complex at Anuradhapura, serves a fitting tribute, conceptualized by Lieutenant General Jagath Jayasuriya, Commander of the Army. The Army’s, ‘Brave Hearts’ theme fund-raiser, vigorously executed by the Seva Vanitha Army Branch (SVAB), presided by Mrs Manjulika Jayasuriya found necessary resources for its completion.

The Anuradhapura wellness centre, quite identical to the recently-opened sanatorium-type ‘Mihindu Seth Medura’, the first of its kind in Asia or perhaps in the whole world, initiated by Secretary Defence on Attidiya Road for the same purpose of accommodating permanently disable tri-service War Heroes, is comprised of separate wings and units for hydrotherapy, physiotherapy, psychology, medical laboratory testing, X-Ray facility, recreation, sports, spa, internet facility, religious faiths, indoor games, entertainment, library, medical and clinical counseling, film watching, rehabilitation, swimming, dining, residential purposes, administration and outdoor activities, etc, in addition to five separate large residential quarters, reserved for family members of the inmates at ‘Abimansala’ and cost the Army about Rs 200 million, though the original estimated expenditure was reduced by nearly Rs 23 million on completion.

President Rajapaksa, received warmly by the brainchild of the project, Lieutenant General Jagath Jayasuriya, Commander of the Army and Mrs Manjulika Jayasuriya, President SVAB, was conducted to the entrance to the complex to unveil the plaque that symbolizes the brief history, surrounding the birth of the ‘Abimansala’. At the end of the welcome procession, the Commandant and the Chief Medical Officer, expected to serve at the new ‘Abimansala’ were introduced to the visiting President cum Commander-in-Chief of the Armed Forces by the Commander of the Army.

As the auspicious minute struck, the President as Chief Guest on the occasion unveiled the plaque on the main building and cut a ribbon as a token of inauguration of the project amidst Pirith chanting of the Maha Sangha. The Chief Guest’s opening of the main building coincided simultaneously with the inauguration of all other new villas, cottages and wings, sponsored or constructed by different donors after boiling milk and traditional oil-lamp lighting. Many representative donors and sponsors took part in the ritual at the same time as Pirith chanting was in progress, headed by Ven Pallegama Siri Sumana Dhammarakkitha Siri Nivasa Thero, Chief Incumbent for Jaya Sri Maha Bodhi and Atamasthanaya.

President Rajapaksa after offer of ‘Pirikara’ to members of the Maha Sangha next, symbolically registered the first resident dependent War Hero to be admitted to the wellness resort, selected from the Anuradhapura region. Later on, the President, Ministers, Secretary to President, Secretary Defence and other VIPs at the invitation of the Commander of the Army, made a walking tour in the premises, enabling the President and other distinguished invitees to receive a broader view of the entire compound. A brief spectacle, supplemented with a special display of Water Ballet skills and other cultural feats brought the day’s opening ceremony to an end.

Statistics show that approximately 300 War Heroes in the Army turned totally dependent and disable due to multiple injuries sustained during fighting against separatist terrorists. Those incurable injuries range from brain damage or paralysis, spinal cord, amputations, impaired hearing, vision and speech defects, psychological imbalance, loss of legs and limbs, yet ambulant with assistance, vertigo, loss of memory and suchlike and warrant 24 hour surveillance. Commander of the Army, well aware of the limited opportunities available at their home-fronts for such caring and therapy took an enormous interest in realization of the arduous task with determination and dedication.

Receiving overwhelming financial and material support from island-wide and international philanthropists, donors and all the Army Regiments, the project was successfully completed, earlier than planned, thanks to the unstinted backing received for infrastructure, planning and construction by hundreds of War Heroes of 2 Engineer Services Regiment, Corps of Engineers and all other Regiments in the Army.

Sri Lanka Army Volunteer Forces Headquarters, Security Forces Headquarters – Jaffna, 23 Division Headquarters, Sri Lanka Armoured Corps, Sri Lanka Artillery Regiment, Vijayabahu Infantry Regiment, Gajaba Regiment, Special Force Regiment, Sri Lanka Army General Service Corps, Sri Lanka Sinha Regiment, Mechanized Infantry Regiment, Sri Lanka Electrical & Mechanical Engineers Regiment, Engineer Service Regiment, Sri Lanka Corps of Military Police Regiment, Sri Lanka Military Academy and Sri Lanka Army Disabled Sports Committee were among Army establishments that donated more than Rs 1 million, each towards the success story of the project.

Private sector donors, David Peiris Motor Company Limited, Diesel & Motor Engineering Company Limited, Lanka Ashok Leyland Limited, MAS Holdings, Mobitel Private Limited, ORIT, Wickramarathne Private Limited, Commercial Bank of Ceylon PLC, Etisalat Lanka Private Limited, Hatton National Bank – Head Office, Mr K.K.N Jayathilaka, Hemas Hospital, International Construction Private Limited, Seylan Bank and SWP Vanitha Ekamuthuwa – Kandy, offered more than Rs 1 million, each to the ‘Abimansala’ project, impressed with the noble objective of it.

In addition, various individual groups and donors, patriots and well-wishers did their part silently towards realization of the unprecedented project of our times, but wanted to remain anonymous at all times.

The Seva Vanitha Army Branch (SVAB) on the instructions of its President Mrs Manjulika Jayasuriya since initial planning threw its full weight behind through the most vital ‘Brave Hearts’ fund-raising project until its completion and expects to expand the project to other areas as well in the future, considering needs of some 300 dependent disable War Heroes living in different districts. To this effect, the SVAB conducted a string of fund-raising programmes, including musical shows, fashion shows, public fairs, sale of T-shirts, caps, wrist bands and the like throughout the past one year after and before the auspicious ground-breaking began in late May, last year.

The ‘Abimansala’ to be run, headed by a Commandant and 8 senior officers and 111 other ranks (administrative section) will have another group of 8 officers and 84 other ranks and 40 medical assistants exclusively for the service at the medical and rehabilitation section in the wellness resort and is expected to be facilitated with two ambulances, three vans, one car, one bus, one lorry, one tractor and one motorbike.

The centre, depicting architecture of the highest standards, done by the architect, Mr Vinod Jayasinghe, also offers a multitude of facilities such as religious tours, entertainment, computer learning, etc to War Hero families and their children who would be visiting their beloved disable inmates for a specific period of time.

A large gathering of religious dignitaries, Ministers, diplomats, Governor for north central province, Chief Minister, donors, sponsors, artistes, well-wishers, parents and family members of disable War Heroes, senior Army officers and other invitees attended the inaugural ceremony. (Ends)

Farewell Reception to Group Captain MDAP Payoe

A farewell reception was organized in honour of Group Captain MDAP Payoe, who successfully concluded his tenure as the Defence Advisor of the Mission. Group Captain Payoe commenced his tenure in the Embassy of Sri Lanka in Russia in 5th December 2010. His Excellency Udayanga Weeratunga the Ambassador appreciated the functions Group Captain Payoe carried out and wish him for an excellent future.
Group Captain Payoe expressed gratitude to H.E Udayanga Weeratunga, Mrs. Weertatunga and all of the members of the Embassy as well as the SriLankan Airlines office in Moscow. Staff of the Embassy and the Staff of Sri Lankan airlines office in Moscow, participated the event.

The Annual Cricket Tournament Embassy Cricket Cup 2012

The Annual Sri Lanka Embassy Cricket Cup 2012 took place on 30th June 2012 at the playground of the Peoples’ Friendship University of Russia. Its notworthy that the event was organized by the Embassy of Sri Lanka in the Russian Federation for the 5th successive year with the participation of Sri Lankan students from Russian State Universities and the Sri Lankan business community in Moscow. Sri Lanka Embassy Cup Cricket tournament organized annually by the Embassy since 2008 with the aim of bringing the Sri Lankan community together and promoting unity among the Sri Lankan student community.
Eight Sri Lankan cricket teams from different Universities of the Russian Federation participated in the tournament. 8 teams representing the Peoples Friendship University of Russia (Lumumba), Kursk State Medical University (Royal Panthers, Kursk Knights, Jayasikuru and Cobras), Tver State Medical Academy (Tver, Serendib) and Moscow State Automobile and Road Technical University (MADI- Parakumba) participated the Embassy Cup 2012. The Team “Jayasikuru” representing Kursk State Medical University won the Sri Lanka Embassy Cup 2012 and received the Trophy from H.E. Udayanga Weeratunga.

Champions were awarded the Embassy Cup Trophy and a cash prize US$ 1,000.00 while a cash prize of US$ 500.00 was awarded to Lumumba team of Peoples Friendship University as they emerged Runners up. Mr. Roy Padmakumara was awarded A Srilankan Airline return ticket to Colombo for the outstanding all round performance, and US$ 300.00 each were awarded to Mr. Manjula Samarakoon of Kursk team as Best Batsman and Mr. T. Fairoof of Tver team as Best Bawler. Further an exhibition match was played between a combined Sri Lankan team and Moscow Cricket Club adding a novelty to the tournament. Sri Lanka Combined VI won by 16 runs.

All arrangements for the event were done by the staff of the Embassy. The venue was decorated with national flags and company banners of the sponsors. Tea with snacks was provided throughout the day and a traditional lunch was served to all who attended the event.

MoU signed in Kazakhstan

Minister of External Affairs signs MoU on Consultations with Minister of Kazakhstan

Minister of External Affairs of Sri Lanka Hon. Prof. G.L. Peiris visited Kazakhstan during 24 – 25 May on the invitation of Minister of Foreign Affairs of Kazakhstan Hon. Yerzhan Kazykhanov. Minister Kazykhanov welcomed Minister Peiris to Kazakhstan and commented on the historic nature of this visit which took place on the verge of 20th anniversary of the establishment of diplomatic relations between Kazakhstan and Sri Lanka.
Recalling the bilateral meeting between Kazakhstan President Nursultan Nazarbayev and President Mahinda Rajapaksa on the sidelines of the 15th St. Petersburg International Economic Forum, Minister Kazykhanov emphasized the need for further meetings at the highest level between the two countries. The Kazakhstan Foreign Minister also referred to the MoU on Consultations which was to be signed following the discussion between the two Foreign Ministers, noting that it would pave the way for Political Consultations between the two foreign ministries.

Minister Peiris mentioned that since the establishment of diplomatic relations in 1992 no visits were taken place to Kazakhstan and recalled the warm and cordial meeting between the two presidents on 18th June 2011 in St. Petersburg.

Minister of External Affairs of Sri Lanka took the opportunity to brief Minister Kazykhanov regarding political situation in Sri Lanka and the structural programs being implemented by the government aimed at national reconciliation and a long lasting political solution. He explained that Sri Lanka has come through turbulence to stability which the country presently enjoys and invited Minister Kazykhanov to visit Sri Lanka and witness the development in Sri Lanka.

Both Ministers agreed that Sri Lanka and Kazakhstan should move towards strengthening ties in economic and trade spheres as well as to start processing of the pending bilateral agreements. Speaking of the need to enhance trader volume between the two countries, Minister Peiris mentioned the high quality apparel products of Sri Lanka which could be aimed at niche markets and also referred to Sri Lankan (Ceylon) Tea, Cinnamon, Gem and Jewellery and high quality ceramic products of Sri Lanka as being amongst the potential exports to Kazakhstan. While noting the visible growth in the tourism sector in Sri Lanka Minister Peiris proposed establishing air connection between Sri Lanka and Kazakhstan to promote greater people to people contact between the two countries.

On Regional and multilateral cooperation the two sides agreed to continue to work closely together. Minister Kazykhanov commended Sri Lanka’s leadership role in the Asian Cooperation Dialogue and speaking of the Shanghai Cooperation Organization (SCO), it was noted Kazakhstan will fully support Sri Lanka in the SCO and that it will be Sri Lanka’s advocate.

Signing of the MoU on Consultations between Ministry of External Affairs of the Democratic Socialist Republic of Sri Lanka and the Ministry of Foreign Affairs of the Republic of Kazakhstan took place following the bilateral meeting. Minister Peiris signed the MoU on behalf of the Sri Lankan party while Minister Kazykhanov signed on behalf of the Kazakhstan party. Thereafter a joint press conference took place with the participation of the two Ministers.

Ambassador of Sri Lanka in the Russian Federation concurrently accredited to Kazakhstan H.E. Udayanga Weeratunga, Additional Secretary, Ministry of External Affairs of Sri Lanka Madam Kshenuka Senewiratne, and First Secretary of the Embassy of Sri Lanka joined Minister Peiris during the discussions.

H.E. Udayanga Weeratunga and Mrs. Weeratunga hosted a special dinner reception in honour of the Honorable Minister G.L. Peiris. Hon Minister expressed his gratitude to the Russian Federation for being the true companion in the difficult times of Sri Lanka and explained about the development of Sri Lanka.
Mrs. Kshenuka Seneviratne, Ambassadors of other countries, higher officials of the Ministry of Foreign Affairs, Diplomatic officials representing other embassies in Russia, Sri Lankan Business community and the Staff of the Embassy participated the event.

Minister G.L. visits Russia

Minister G.L. Peiris Holds Bilateral Discussions with Minister Sergey Lavrov

Minister of External Affairs of Sri Lanka Hon. Prof. G.L. Peiris visited Russia on 23rd May on an invitation of Russian Foreign Minister Sergey Lavrov. During the official discussions on 23 May at the Ministry of Foreign Affairs of Russia, both parties congratulated on the completion of 55 successful years of diplomatic relations.
Welcoming Minister Peiris to Russia, Minister of Foreign Affairs of the Russian Federation H.E. Sergey Lavrov observed that the relationship between the two countries is going in the right direction. Referring to the visit of President Mahinda Rajapaksa to Russia on two occasions in 2010 and 2011 respectively as well as regular exchanges between the countries; Minister Lavrov mentioned that the Sri Lanka and Russia share extensive relations on an array of spheres.
Two sides discussed a broad range of issues on bilateral and multilateral cooperation. Referring to the legal framework of the relationship Minister Lavrov mentioned the signing of the agreements on cooperation between Prosecutor General’s Office of Russia and Attorney General’s Department of Sri Lanka and on Civil Aviation recently. Both Ministers discussed the pending bilateral agreements and agreed to take necessary action for early signing of these agreements.

Both sides noted the satisfactory nature of the economic relations between Sri Lanka and Russia. Commenting on the resumption of regular flights between Moscow and Colombo Minister Lavrov said that tourism cooperation is going well.

Minister Peiris took the opportunity to thank Minister Lavrov for annual grant scholarships by the Government of the Russian Federation, which has been increased to 35. He also referred to the scholarships offered to Russian citizens by the Sri Lankan Government which was highly appreciated by Minister Lavrov.

Speaking of the excellent understanding both countries have on a range of multilateral issues, Minister Lavrov assured continuous support to Sri Lanka internationally. In response Minister Peiris thanked his Russian counterpart for his country’s continued support to Sri Lanka on human rights issues. He stressed the importance of home grown solutions as the public could relate to these.

Speaking of LLRC Minister Peiris said that the report was presented in parliament and that the recommendations of the report would be implemented in a structured manner. Minister Peiris also explained Minister Lavrov about the present political situation in Sri Lanka as well as the initiatives of the government for early implementation of the LLRC recommendations.

On regional cooperation Minister Lavrov confirmed Russian support for Sri Lanka to become an observer of the Shanghai Cooperation Organization. The two sides also discussed the Asian Cooperation Dialogue and SAARC.

In conclusion Minister Peiris invited Minister Lavrov to visit Sri Lanka and witness the developments in Sri Lanka first hand.

Wesak Celebration -2012

Wesak Celebration at the Embassy

Annual Weask celebration was conducted under the patronage of H. E. the Ambassador with the participation of two Sri Lankan and clergy on the 04th of May 2012. The Embassy staff colorfully decorated the Embassy premises with Wesak lanterns, Buddhist flags and was also illuminated with decorative lights.

The annual Wesak tea Dansala organized by the Embassy was also conducted with all participants including H.E the Ambassador Udayanga Weeratunga and Mrs. Weeratunga for the 4th consecutive year.
Dharma Deshana was conducted by Ven. Rakwane Gnanaseeha Thero before chanting of Seth Pirith by the clergy. Ven. Rakwane Gnanaseeha thero and Ven. Kadigamuwe Anuruddha thero conducted the chanting. A “Gilanpasa Poojawa” for the Buddhist monks and a vegetarian dinner for all participants organized by H.E. the Ambassador was also presented.
