Turning a new chapter in Sri Lanka Russia bilateral relations, a new Air Services Agreement between Sri Lanka and the Russian Federation was signed in Moscow on 26.03.2012. H.E. Udayanga Weeratunga, Ambassador of Sri Lanka in the Russian Federation signed the Agreement on behalf of the Government of Sri Lanka while Mr. Valery M. Okulov, Deputy Minister of Transport of the Russian Federation signed on behalf of the Government of the Russian Federation. The new Air Services Agreement replaces the Air Transport Agreement between Ceylon and the U.S.S.R signed on 22 February1964.
During the discussion which preceded the signing ceremony Mr. Okulov commended the bilateral relations between Sri Lanka and Russia and noted the commencement of direct flights of SriLankan Airlines and Aeroflot between Colombo and Moscow in 2011. He also noted the significance of the bilateral meetings between President Mahinda Rajapaksa and President Dmitry Medvedev as well as the meeting between Mr. Igor Levitin, Minister of Transport of Russia and Hon. Priyankara Jayaratne, Minister of Civil Aviation of Sri Lanka on 5th August 2011.
H.E. Udayanga Weeratunga thanked the Deputy Minister and the Russian Government for expediting the process of signing the new Air Services Agreement. He briefed the significance of the signing of the Agreement and also the present development progress of Sri Lanka tourism.

Tourism Industry is booming in Sri Lanka with over 60% increase in the arrival of Russian tourists alone in 2011. H.E. Weeratunga also explained the significance of the new Air Services Agreement in connection with the potential for expansion of economic relations between Sri Lanka and Russia. He also took the opportunity to thank the Russian Government for the support extended to Sri Lanka especially at the recently concluded UN Human Rights Council Session.

In addition H.E. Weeratunga mentioned the progress of the construction of the Second International Airport of Sri Lanka in Mattala and noted that it would be opened for international traffic in November 2012. He also noted the construction of internationally reputed hotels in Sri Lanka such as the two Shangri La Hotel projects in Colombo and Hambantota as well as the other infrastructure projects for development of Hotels in Sri Lanka.

In conclusion H.E. Weeratunga reminded of the invitation extended by the Minister of Civil Aviation of Sri Lanka for his counterpart to visit Sri Lanka and also invited Mr. Okulov to visit Sri Lanka for the opening of Mattala International Airport of Sri Lanka in November 2012.

The ceremony was attended by Ms. Marina V. Gribanova, Deputy Director, Department of International Cooperation of Ministry of Transport of Russia, Mr. Alexander M. Tumanov, Consultant, Department of State Policy of Civil Aviation, Ministry of Transport of Russia, Ms. Daria L. Orlova, General Expert, Department of International Cooperation and Mr. Andrey Atmanov, Second Asia Department, Ministry of Foreign Affairs of Russia and the Diplomatic officials of Embassy of Sri Lanka in the Russian Federation.

В двусторонних отношениях между Шри-Ланкой и Россией возникла новая глава – 26 марта 2012 года в Министерстве транспорта России в Москве было подписано Соглашение между ДСР Шри-Ланка и Российской Федерацией о воздушном сообщении. Его Превосходительство г-н Удаянга Виратунга, Посол ДСР Шри-Ланка в Российской Федерации подписал соглашение от имени Правительства Шри-Ланки в то время как г-н Валерий Михайлович Окулов, Заместитель
Министра транспорта России подписал документ от имени Правительства Российской Федерации. Новое Соглашение о воздушном сообщении заменяет Соглашение о воздушном транспорте между Цейлоном и СССР, которое было подписано 22 февраля 1964 года.
В ходе дискуссии, которая предшествовала церемонии подписания, г-н В.Окулов оценил двусторонние отношения между Шри-Ланкой и Россией, и напомнил, что SriLankan Airlines и Аэрофлот начали прямые рейсы из Москвы в Коломбо в 2011 году. Он также отметил важность двусторонних встреч между Президентом Махинда Раджапакса и Президентом Дмитрием Медведевым, а также встречи между г-ном Игорем Левитиным, Министром транспорта России и Дост. Пиянкара Джаяратне, Министром гражданской авиации Шри-Ланки, 5 августа 2011 года.

В ответ Е.П. г-н Удаянга Виратунга поблагодарил Заместителя Министра и Правительство России за ускорение процесса подписания нового Соглашения о воздушном сообщении. Он проинформировал российскую Сторону о значении подписанного соглашения, а также о текущем прогрессе в области развития туризма Шри-Ланки.

Туристская индустрия в Шри-Ланке находится на подъеме с более чем 60%-ным увеличением турпотока из России за 2011 год. Е.П. г-н Виратунга объяснил значение нового воздушного Договора для расширения экономических связей между Шри-Ланкой и Россией. Он также воспользовался возможностью, чтобы поблагодарить Правительство России за поддержку, оказанную Шри-Ланке, особенно на недавно завершившейся сессии Совета ООН по правам человека.
Кроме того Е.П. г-н Виратунга отметил прогресс в строительстве второго международного аэропорта Шри-Ланки в г. Маттала и сообщил, что он будет открыт для международных перевозок уже в ноябре 2012 года. Он также проинформировал о строительстве всемирно известных сетей отелей в Шри-Ланке, в частности, речь идет о двух проектах строительства отелей Shangri La в Коломбо и в Хамбантота, а также о нескольких инфраструктурных проектах развития отелей в Шри-Ланке.

В заключение Е.П. г-н Виратунга напомнил о приглашении Министра гражданской авиации Шри-Ланки своему коллеге посетить Шри-Ланку, а также пригласил г-на В.Окулова посетить Шри-Ланку для открытия Международного аэропорта Маттала в ноябре 2012 года.

Обсуждение закончилось церемонией подписания документов, и обе Стороны поздравили друг друга с успешным завершением нового воздушного Соглашения между Шри-Ланкой и Россией.

В церемонии приняли участие г-жа Марина Грибанова, заместитель директора Департамента международного сотрудничества Министерства транспорта России, г-н Александр Туманов, консультант Департамента государственной политики гражданской авиации Министерства транспорта России, г-жа Дарья Орлова, генеральный эксперт Департамента международного сотрудничества, Андрей Атманов, сотрудник Второго Департамента Азии Министерства иностранных дел России, а также дипломаты Посольства Шри Ланки в России.
