[:en]IGP’s Participation in the Meeting of Heads of Special Services
5-6 June 2013
The XII Meeting of Heads of Special Services, Security Agencies And Law-Enforcement Organizations on counterterrorism matters was held in Kazan, Russian Federation from 5 to6 June 2013. The meeting was attended by 96 delegations from 63 nation states, as well as 3 international organizations, including the UNSC Counter-Terrorism Committee (CTC) and UNSC Committees, Shanghai Cooperation Organization Regional Anti-Terrorist Structure (SCO RATS), Anti-Terrorism Center of the Commonwealth of Independent States (CISATC).
Participants’ exchange of opinions during the discussion was helpful in terms of building stronger mutual trust in matters of strengthening counteraction against the terrorist use of weapons and explosives.
The Meeting became a platform for the exchange of practical experience on provision of security during major international events. The participants stated the necessity of terrorism-related threats during the stage of preparation as well as in the actual course of such events.
Considering the repercussions of recent developments in terrorist activities in the world at large, the main focus of the conference was on information sharing through formal data bases and learning through others’ experiences. Based on the current terrorist threat assessment, participants of the Meeting agreed on necessity of the ongoing counterterrorist campaign expansion to counter extremism.

XII-совещание руководителей спецслужб, органов безопасности и правоохранительных организаций по вопросам борьбы с терроризмом состоялась в Казани, Российская Федерация от 5-7 июня 2013 года. В совещании приняли участие делегации 96 из 63 национальных государств, а также международных организаций 3, в том числе СБ ООН Контртеррористического комитета (КТК) и СБ ООН комитетов, Шанхайская организация сотрудничества Региональная антитеррористическая структура (РАТС ШОС), Антитеррористического центра Содружества Независимых Государств (CISATC).
Обмен участников мнениями в ходе дискуссии было полезно с точки зрения построения сильной взаимного доверия в вопросах укрепления противодействие использованию террористами оружия и взрывчатых веществ.
Совещание стал площадкой для обмена практическим опытом по обеспечению безопасности во время крупных международных мероприятий. Участники заявили о необходимости, связанных с терроризмом угроз во время стадии подготовки, а также в самом ходе таких событий.
Учитывая последствия последних событий в террористической деятельности в мире в целом, основное внимание конференции было об обмене информацией в рамках официальных баз данных и обучения через опыт других. Исходя из текущей оценки террористической угрозы, участники встречи договорились о необходимости текущего расширения контртеррористической кампании по борьбе с экстремизмом.
